Vietnam – MIC Issues Draft Circular on Fixed Service in 71-76 GHz and 81-86 GHz Bands

On October 25, 2024, the Ministry of Information and Communication (MIC) of Vietnam published a Draft Circular outlining its proposed allocation of radio frequency channels for Fixed Service in the 71-76 GHz and 81-86 GHz bands. This draft is a significant step in establishing a structured framework for managing these high-frequency bands, which are critical for supporting ultra-high-capacity data transmission in wireless backhaul and other fixed communication networks. The consultation is open for public comment until December 25, 2024, allowing stakeholders to participate in shaping this emerging aspect of Vietnam's telecommunications infrastructure.

Purpose of the Draft Circular:

The draft sets out technical requirements and usage parameters for the 71-76 GHz and 81-86 GHz frequency bands, known as the E-band spectrum. This frequency range is increasingly favored globally for fixed wireless links due to its capacity to support multi-gigabit data rates over short distances, making it ideal for urban and high-density areas. In Vietnam, the proposed allocation aims to address the demand for high-speed, reliable backhaul solutions for mobile networks and other data-intensive applications.

Key Provisions:

The Draft Circular includes guidelines on frequency channel arrangements, power limits, and interference management protocols, aligning with international standards to ensure compatibility with global equipment and practices. By clearly defining how these channels will be allocated and used, the MIC seeks to promote efficient spectrum utilization and reduce potential interference, fostering a more stable and reliable communication environment.

Implications for Stakeholders:

The draft’s publication provides an opportunity for operators, equipment manufacturers, and other stakeholders to offer feedback that could influence the final channel allocation policies. Given the growing demand for high-capacity wireless connections, especially with 5G rollout in progress, this regulatory move underscores Vietnam’s commitment to expanding and modernizing its telecommunications infrastructure.

To review the draft and submit comments, interested parties can access the document through the MIC’s official platform. This public consultation is an important avenue for industry voices to contribute to Vietnam's evolving frequency management policies in support of future communication needs.
